Resolved Question: North Florida...South Georgia?

My fiance and I are undecided. Our families live between Panama City, FL and White Springs, FL (small town above Gainesville) and we want to be close to both. However, we have several problems...every place we've considered doesn't meet our needs. We both want to be close to the beach, to have a place with low crime rate, growing jobs, malls, attractions...etc. In spite of all of this..we still want a place that has a "laid back" feel.
