Resolved Question: Should there be a tax on Boneheads?

Sometimes people can't help but be stupid and as a community we gotta kinda look after them. But Pastor Terry Jones of The Dove World Outreach Church in Gainesville, Fl is gonna pull a 'bonehead' stunt Sept. 11th by publicly burning the Holy Qur'an. The local law enforcement, the FBI and other government agencies are spending money making preparations, monitoring for possible violence, etc because of this stunt. Without getting into a political debate on the funding of these agencies shouldn't Pastor Bonehead, excuse me, Jones, be sent a bill for these charges? After all, he is going to burn the Holy Qur'an despite the city of Gainseville denying him a burn permit. If there were a tax on these kind of people that deliberately abuse first amendment rights just to foment trouble and hate, notice I said trouble and hate, then maybe such acts can be curtailed?...
